“Key Messages of the Berlin Peace Dialogue 2025”

On 9 October 2025, the Berlin Peace Dialogue took place at the Federal Ministry of Defence (BMVg) and online. The conference was held against the backdrop of a worsening global security situation, with Russia’s war of aggression against Ukraine shaking the European peace order and authoritarian tendencies, polarisation and hybrid threats on the rise worldwide.

The focus was on how civil crisis prevention and the resilience of democratic societies can be strengthened under these conditions, as well as topics such as resilience and public communication, integrated security policy approaches and the new National Security Council, and learning from other contexts to defend against hybrid threats. The conference provided a space to examine holistic and conflict-sensitive approaches to crisis prevention and to rethink international responsibility.
