Hybrid Threats And Civilian Crisis Prevention: Building Resilience In A Fragmented World

On 9 October 2025, the annual conference of the German Federal Government's Advisory Board for Civilian Crisis Prevention and Peacebuilding took place at the Federal Ministry of Defence (BMVg) and online – at a time when the global security situation continues to escalate: Russia's war against Ukraine has destroyed the peace order that has existed since the end of the Cold War, and authoritarian tendencies and polarisation are on the rise worldwide. We are witnessing a shift away from a rules-based order and joint peacekeeping towards the ‘law of the strongest’. At the same time, hybrid threats such as disinformation, cyber attacks and sabotage are increasingly coming into focus. In light of increasing hybrid threats, the Berlin Peace Dialogue addressed the question of how civil crisis prevention and the resilience of democratic societies in fragile systems can be sustainably maintained and strengthened. The conference provided an important platform for highlighting holistic and conflict-sensitive approaches to crisis prevention and rethinking international responsibility.
