From Financing to Delivery: Making Land Restoration and Climate Action Work in Fragile and Conflict-Affected Settings (in English)

Fragile and conflict-affected settings are among the places where climate change, land degradation and ecosystem loss interact most strongly with existing social, economic and institutional vulnerabilities. Yet climate action and land restoration in these settings remain significantly underfinanced and difficult to sustain. Limited delivery capacity, changing political and security conditions, fragmented financing cycles and insufficient coordination often prevent promising initiatives from moving from preparation to implementation and scale.

This policy and practitioner roundtable, organized on the margins of the Berlin Peace Dialogue, will examine how climate action and land restoration can be financed and delivered more effectively in fragile and conflict-affected settings, and how these efforts can connect more closely with civilian crisis prevention and peacebuilding.

Building on discussions at UNCCD COP17 in August 2026, the UNCCD Peace Forest Initiative will introduce the emerging Fragility Financing Mechanism for consultation. Rather than establishing a new fund, the proposed approach seeks to connect existing institutions, financing, expertise and local and national delivery capacities more effectively across the project lifecycle, strengthening financing and implementation continuity for both climate and land action.

Participants will explore the barriers affecting sustained climate and land action, the added value the proposed mechanism could provide, the actors and functions needed for it to work in practice, and what initial pilots should test.
