Dr Kira Vinke is the Head of Center for Climate and Foreign Policy at the German Council on Foreign Relations. Since 2018, she has been a member of the Advisory Board and acted as a Co-Chair until 2025. Kira Vinke coordinates the project on climate and security.

Dr Kira Vinke works at the German Council on Foreign Relations as the Head of the Center for Climate and Foreign Policy. From 2014-2022, she worked at the Potsdam Institute for Climate Impact Research (PIK). Before joining DGAP, she headed PIK’s East Africa Peru India Climate Capacities (EPICC) project on the connections between climate impact and migration flows and the various aspects of human security.

Kira Vinke conducted research at the Energy and Resources Institute (TERI) in New Delhi on water safety and energy governance. She worked as an advisor for the Gesellschaft für Internationale Zusammenarbeit (GIZ) on the subject of climate change and migration in Bangladesh, the Caribbean and the Pacific Rim, as well as for the Asian Development Bank (ADB).
