Position Statement
On the further development of the guidelines ‘Preventing crises, managing conflicts, promoting peace’
available in German language
As a central task, the Advisory Board monitors the implementation of the crisis guidelines, Germany’s peace policy principles from 2017, and formulates the need for action vis-à-vis the Federal Government. In 2024, the further development process of the guidelines is taking place, which takes into account the ‘Zeitenwende’ and the age of new realities and non-traditional security risks.
The Advisory Board welcomes the comprehensive further development of the Federal Government’s guidelines ‘Preventing Crises, Managing Conflicts, Promoting Peace’. The need for a revision is timely and arises for five reasons: 1) an implementation review of the 2017 guidelines is necessary; 2) the general description of the global security environment is in need of revision; 3) violent conflicts now also affect the European security order, which means that political priorities are shifting and need to be weighed up; 4) Germany’s role model needs to be adapted; and 5) the instruments need to be inventoried and optimised (+ analysis, foresight and evaluation). In its new statement, the Advisory Board makes specific recommendations along these lines.
