Impact analysis of German engagement in Afghanistan
German soldiers, police officers and civilian personnel have been active in Afghanistan for twenty years. The German Armed Forces were on the ground as part of the International Security Assistance Force (ISAF) and Resolute Support (RS) missions. Over the course of twenty years, approximately 160,000 German soldiers were deployed in Afghanistan. The bilateral German Police Project Team supported the development of the Afghan police force with up to 200 police officers at locations in Kabul, Mazar-e-Sharif and Kunduz. Dozens of organisations have been active in Afghanistan as part of Afghan-German development cooperation, humanitarian aid and civil society engagement, many of which are still active today.
The Advisory Council for Civilian Crisis Prevention is committed to ensuring that this diverse engagement, the goals achieved and the failures are comprehensively and independently analysed and evaluated. The Advisory Council Working Group published a statement on this issue.
Afghan local staff
Germany’s multifaceted engagement in Afghanistan would have been unthinkable without the hundreds of local staff. With the withdrawal of troops, their lives are now at risk. The German government has a responsibility to protect former local staff, and this must be done in an unbureaucratic manner.
